Thonglor Mayor Unveils New Affordable Housing Strategy, Aiming to Ease Rental Costs for Residents

Thonglor's local government has introduced a comprehensive Affordable Housing Strategy aimed at increasing the supply of affordable rental units and moderating rising housing costs for residents. The new policy, announced by the Mayor's office on July 9, targets families and low-to-middle income workers living in the district, with specific measures designed to address the acute shortage of affordable housing.

Rising rent and housing prices have become a pressing concern in Thonglor, exacerbated by population growth and limited new residential developments permitted under previous zoning regulations. Local officials say this strategy is a response to mounting community feedback and housing market data showing that housing costs have outpaced income growth, impacting residents’ ability to find or maintain accommodation within reasonable distance of their workplaces and schools.

Policy Measures and Local Impact

The strategy sets a target to deliver 1,200 new affordable rental dwellings over the next five years by adjusting local planning rules to incentivize property developers. This includes mandatory inclusionary zoning that requires at least 15 percent of new residential developments to be designated as affordable housing. For existing homeowners and tenants, the policy introduces a voluntary rent stabilization program, projected to slow average annual rent increases from 7 percent currently to roughly 3 percent, according to projections in the policy document.

Residents renting in areas like Soi 55 and near the Thonglor BTS station may see more affordable units on the market over this period. In addition, the local government commits to enhancing tenant support services, including expanded legal aid and the creation of a housing advice centre scheduled to open next year. The council has also earmarked funds to support landlords who refurbish properties specifically for affordable housing use.

Budget Allocation and Expected Outcomes

The local government budget allocates 150 million baht annually toward this strategy, with 60 million baht of that dedicated to infrastructure improvements in new development areas to support increased population density. The policy document references data from the 2025 Thonglor Housing Survey, which found that 42 percent of households are spending more than 30 percent of their income on rent, underscoring the urgency of the initiative.

Local policy analysts note that if fully implemented, the strategy is expected to stabilize the affordable housing market over the next five years, reducing displacement risks for vulnerable residents. The government says construction will begin on priority projects by the end of 2026, with initial affordable units entering the market in mid-2027.
