Sukhumvit Council Freezes Utility Rates for 120,000 Households Through December

The Sukhumvit City Council voted 12-3 on July 7 to freeze residential electricity and water tariffs at current levels through December 2026, a step that keeps monthly charges unchanged for households served by the municipal utility authority.

The measure follows publication of the 2026 fiscal budget papers, which projected a 9 percent rise in imported fuel costs that would normally trigger automatic rate adjustments starting in August.

Changes to Resident Expenses

A two-person household in Sukhumvit using 250 kilowatt-hours of electricity and 15 cubic metres of water each month will continue paying the existing 1,875 baht combined bill rather than the 2,025 baht figure listed in the budget forecast. Families in Soi 11 and Soi 23 areas, where average consumption matches these figures, will see the same unchanged amount on statements issued after 1 August.

The freeze covers all residential rate blocks up to 400 kilowatt-hours and 20 cubic metres, applying to accounts registered with the Sukhumvit Municipal Utility Office. Commercial and industrial users remain subject to the scheduled increases.

Meeting records show the council directed 320 million baht from the contingency reserve to offset provider revenue shortfalls during the six-month period, a figure drawn directly from the 2026 budget allocation for cost-of-living measures.

Implementation Timeline

Billing cycles beginning in August will reflect the frozen rates, with the first adjusted statements mailed in September. The utility authority will publish a compliance report by 15 October detailing the number of accounts covered and total subsidy disbursed.

Council rules require a further vote in the October session to decide whether the freeze extends beyond December or reverts to the original tariff schedule contained in the budget papers.
