Sukhumvit District Council Approves Street Vendor Permit Ordinance, Raising Annual Fees for Operators in Fixed Zones

At its regular session on July 7 the Sukhumvit District Council passed the Street Vendor Management Ordinance on a 12-3 vote, creating paid permits and fixed trading zones along key sections of Sukhumvit Road.

The measure responds to repeated resident complaints about blocked footpaths recorded in district records from the first half of 2026. Council documents show the ordinance draws directly from the 2025-2027 District Development Plan, which identified sidewalk congestion as a priority for traffic flow and pedestrian safety.

Effects on Vendors and Nearby Households

Operators who secure permits will be assigned specific spots inside six new market zones, each limited to 80 stalls. Households living within 200 metres of these zones can expect fewer vendors on adjacent pavements after the October 1 start date. Vendors without permits face removal by the district enforcement unit, whose budget line item rises to 4.2 million baht for the remainder of the fiscal year.

Small food stalls selling items such as grilled skewers and fresh fruit now face the choice of paying the annual fee or relocating outside the designated corridors. Shop owners inside the zones gain from the removal of competing informal carts directly in front of their entrances.

Budget Figures and Implementation Timeline

District budget papers released with the ordinance allocate 12 million baht for signage, waste collection points and two additional enforcement officers. The Productivity Commission report cited in the council papers projects that formalised zones will reduce sidewalk obstruction incidents by 35 percent within the first year of operation.

Enforcement will begin in the Asok and Phrom Phong sections on October 1, with remaining zones phased in by December. District staff will issue permits through an online portal opening August 15, requiring applicants to provide tax identification and proof of insurance.
