Sukhumvit Referendum on Local Infrastructure Levy Sets Resident Transit and Drainage Costs

The Sukhumvit District referendum on 15 August will ask registered voters whether to authorise a three-year infrastructure levy on residential and commercial properties valued above 10 million baht. Passage would direct the Bangkok Metropolitan Administration to collect an additional 0.08 percent of assessed value annually, with proceeds ring-fenced for drainage pipes and one 1.8-kilometre BTS extension.
The measure follows the 2025 Bangkok Metropolitan Administration budget, which allocated 4.7 billion baht city-wide for flood mitigation yet left Sukhumvit’s section of the main road without dedicated pipe replacement until 2029 under current schedules. Local advocates note that the referendum clause was inserted after the Public Works Department reported 47 flood events between May and October 2025 along the 8-kilometre Sukhumvit corridor.
Daily costs and service changes for residents
Property owners inside the Sukhumvit sub-district boundaries would see annual bills rise by roughly 8,000 baht on a 12-million-baht condominium and 24,000 baht on a 35-million-baht shophouse, according to the draft assessment schedule published by the district office on 28 June. Tenants could face pass-through rent adjustments averaging 150 baht per month once landlords recalculate under the new levy line item.
Commuters using the existing BTS would gain one additional station at the Sukhumvit-Soi 24 intersection if the measure passes, shortening average walk times to the line by 11 minutes for residents east of Phrom Phong, the district transport study states. The same document projects that upgraded 1.2-metre drainage pipes would cut surface water depth during a 50-millimetre rain event from 35 centimetres to 12 centimetres at the Asok intersection.
Next steps after the vote
If approved, the levy begins collection with the 2027 property tax cycle and the first pipe replacement contracts are scheduled for tender in the first quarter of 2027. If rejected, the Bangkok Metropolitan Administration has indicated the projects revert to the 2029-2031 capital plan without local co-funding, leaving the current drainage capacity unchanged.
Voter information booklets containing the exact levy tables and project maps are available at the Sukhumvit District Office on Soi 22 and on the district website until 10 August. Ballots will be counted on the evening of 15 August at the same location.
