The formula uses population density and existing infrastructure age to set per-kilometre rates, resulting in Sukhumvit receiving 18 percent less than Bang Na district on a comparable stretch of road.

The legislation states that allocations are calculated from data in the 2025 Provincial Infrastructure Survey, which recorded 47 kilometres of roads in Sukhumvit needing repair within five years. Under the same survey, Bang Na recorded 39 kilometres and received 381 million baht. Policy analysts note the difference stems from Sukhumvit’s higher share of elevated expressway-adjacent roads already covered by national maintenance contracts.
Local advocates note that the bill also caps new drainage projects at two locations per district regardless of size. Sukhumvit’s Soi 22 and Soi 38 are listed for work in the first quarter of 2027, while Phra Khanong secured three sites under the same cap because its baseline allocation exceeded Sukhumvit’s by 69 million baht.
Next steps for implementation
The Department of Public Works is required to publish detailed project schedules by 15 August 2026. District offices in Sukhumvit have been instructed to submit final contractor lists by 30 September 2026, after which funds are released in quarterly tranches. The government says the policy will complete all listed Sukhumvit projects by December 2028.
