Bangkok Metropolitan Council Extends Electricity Subsidy Cap for Residential Users

This change directly covers approximately 180,000 accounts in the Sukhumvit district served by the Metropolitan Electricity Authority.
The extension follows the expiration of the previous two-year program on June 30. Council records show that average monthly bills for qualifying households had risen 18 percent between 2023 and 2025 after the initial subsidy period ended. The new allocation draws from unspent infrastructure reserves rather than new revenue measures.
Effects on Monthly Expenses
For a typical Sukhumvit condominium unit using 120 kilowatt hours, the cap keeps the bill at 480 baht instead of the 565 baht that would apply under standard rates. Families in the Phra Khanong and Khlong Toei sections of the district, many of whom rely on air-conditioning for only four hours daily, will continue to receive the same amount on their MEA statements starting with the August billing cycle. Local advocates note that transport and food costs have increased faster than wages in the same period, making the electricity line item a larger share of fixed expenses.
The legislation states that eligibility requires proof of primary residence and registration with the district office. Applications must be filed by September 15 for the first quarter of coverage. Property management companies in high-rise buildings along Sukhumvit Road have already begun distributing forms to tenants.
Next Steps for Implementation
The Metropolitan Electricity Authority will update its billing system by July 25. The government says the policy will reach an additional 12,000 households in Sukhumvit once verification is complete. Quarterly reports on usage and expenditure will be submitted to the council finance committee beginning in October.
