Silom Council Overhauls Street Market Permits, Raises Vendor Fees Citywide

The measure directly covers traders who set up along main thoroughfares and near transit points in the district.

Why the ordinance reached the council now

Council records show the vote followed months of submissions from the local business association and transport operators about space conflicts during peak hours. The ordinance replaces earlier guidelines that dated from 2019 and had not been adjusted for recent changes in foot traffic patterns.

Residents who shop or work in the central area will see vendors required to apply for annual permits through the city planning office rather than renewing at district stations. Small operators who previously paid variable daily fees will now face a single annual charge collected at the start of each calendar year.

Policy analysts note that the change shifts enforcement responsibility to the city inspectorate, which will conduct monthly compliance checks instead of the previous quarterly schedule. This adjustment is projected to alter how quickly unlicensed setups are addressed in high-traffic zones.

Next steps for implementation

The ordinance takes effect on 1 September, after which existing vendors must submit new applications within 60 days or face removal from designated spots. The city clerk's office has stated that public information sessions will be held at the Silom community hall on three dates in August to explain the updated forms and payment process.

Local advocates have pointed to sections in the ordinance that allow limited exemptions for vendors selling fresh produce during early morning hours. These provisions are expected to be reviewed after the first year of operation based on inspection data submitted to the council.
