The Silom mayor's office has enacted revised procurement guidelines that require city departments to give priority to businesses registered within district boundaries when awarding contracts for maintenance, supplies and minor construction work. The change affects all procurement handled by the Silom City Council and its agencies starting 1 August.

The policy update comes as the council prepares its mid-year budget review. Council records show that 62 percent of last year's procurement spending went to firms based outside the district. Local government analysts note that the new weighting aims to retain more of that spending within Silom.

Under the revised rules, procurement officers must document attempts to source from Silom vendors before approving external bids. Residents employed by local printing firms, cleaning services and equipment suppliers stand to see more contract opportunities, city procurement staff said in a public briefing last week. Community advocates note that small operators previously lost bids because they lacked the scale to compete with larger regional companies.

The 2026 Silom Budget Paper lists 87 million units allocated for routine maintenance and supplies through the end of the fiscal year. Policy analysts say the local-preference clause is expected to shift an estimated 12 million units toward district vendors by December.

The city council will publish a revised vendor registry by 20 July that flags businesses with Silom addresses. Departments must submit quarterly compliance reports beginning in October.
