Bangkok voters decide Chinatown's street vending permit power in August

The Bangkok Metropolitan Administration has placed a referendum question on the August 2026 ballot that would shift approval of local vending permits and market zoning from the central city office to elected district councils. The change applies to all 50 districts, including Samphanthawong where Chinatown Bkk sits.
Policy analysts point to the 2024 Bangkok Metropolitan Administration Act amendments as the reason the question appears now. Those amendments require voter approval before district-level bodies can gain authority over certain commercial licences that previously needed city-wide sign-off.
How permit decisions would reach residents
Under the current system a vendor on Yaowarat Road applies to the city’s Department of Public Works. The referendum measure would route the same application through the Samphanthawong District Office instead. Local advocates note that council meetings would then occur in district buildings rather than at City Hall, shortening travel time for applicants who live or work in the area.
The legislation states that each district council would set its own application fees within limits set by the city budget. Samphanthawong recorded 1,842 active street vending permits in the 2025 fiscal year, according to the district’s published annual report. A shift in processing could alter renewal timelines for those permit holders.
Next steps after the vote
If approved, the new rules would take effect on 1 January 2027. District councils would then publish draft zoning maps for public comment within 90 days. The government says the policy will reduce average permit processing time from 45 days to 30 days once councils assume responsibility.
Voters in Chinatown Bkk precincts will receive a single yes-or-no question on their ballot. The Bangkok Election Commission has scheduled information sessions at the Yaowarat Community Centre on 15 and 22 July for residents seeking details on how to mark the form.
